Trump's Woke Alarm Misses Europe's True Danger: Economic Stagnation.

Donald Trump's national security strategy offers a misguided assessment of Europe. It claims that unrestrained immigration and what it terms "woke" policies represent an grave risk to the continent's identity. Yet, this argument is based on a fundamental misinterpretation of the situation. The true danger confronting Europe is not societal but technological and economic backwardness.

A Glaring Growth Gap Between Europe and the US

The data paint a sobering contrast. Between 2008 and 2023, American economic output grew by eighty-seven percent, compared to a paltry 13.5% increase for the European Union. During this period, EU GDP per capita dropped from over three-quarters to just half of the US level. Strikingly, even the poorest US state now boasts a higher per capita income than major European economies like France and Italy.

Currently, roughly half of the world’s top fifty technology firms are American, while a mere four are from Europe.

The Technological Shortfall: A Critical Problem

The growing economic gap is driven by superior productivity growth in the US, fueled by breakthroughs and higher total factor productivity. The scene of global tech leadership is overwhelmingly American. In the last fifty years, hundreds of American startups have grown into enterprises valued at over $10bn, compared with just 14 in the European continent.

This disparity prompts a vital issue: As the competition for future industries like semiconductors, AI, and quantum computing, what is Europe positioned? Most analysts agree it is essentially a two-horse race involving the US and China, with European nations starting at a clear disadvantage.

Underlying Factors of Europe's Technological Lag

A number of key factors explain this innovation chasm.

  • Venture Capital: The US boasts a far deeper and more dynamic network for financing new ventures. The EU still lacks a genuine capital markets union, which caps the scale of new firms.
  • Bureaucratic Hurdles: Complex and divided rules hinder European business. A American entrepreneur can launch a service under a single regulatory framework to access a market of hundreds of millions. The EU, despite a bigger population, is divided among twenty-seven different national systems, creating huge market obstacles.
  • Mindset Differences: Views on entrepreneurial failure differ sharply. In some EU nations, a startup's collapse was once viewed with penalties, whereas in the US, it is often seen as a badge of experience.
  • Military Investment: The US benefits from a deeply integrated innovation pipeline linking defense and academia. Europe's chronic underinvestment in military capabilities has weakened its ability in pioneering research.

The Road Ahead: Reasons for Hopefulness

Despite these challenges, one can find causes for hope. Policymakers are increasingly aware of the existential challenge and have begun to propose serious reform. Notable reports on EU competitiveness and the single market highlight the necessity of major changes.

Given appropriate incentives and rule changes, Europe's strengths might enable far greater levels of business-led breakthroughs.

Europe retains considerable strengths: high-quality workforce, excellent education systems, and premier labs. Alongside a large internal market and substantial household savings, these elements could unleash a surge of investment and entrepreneurship.

Importantly, even if the EU does not take the lead in developing cutting-edge technologies, it can still dramatically boost economic output by adopting and adapting advancements from elsewhere.

An Inflection Point

Europe now faces a decisive crossroads. To paraphrase a famous line, decline often happens "gradually and then suddenly". To date, the continent's slide in innovation has been gradual. But, if it fails to take bold steps to tackle its deep-seated problems, today's gradual weakening could give way to a rapid and permanent loss of global economic relevance.
